Who can sign for Certified Mail?

Certified Mail is delivered against a signature, but the signature does not have to be the addressee’s. Unless the sender bought Restricted Delivery, USPS can deliver it to an employee, a competent member of the addressee’s family, or anyone authorized to represent the addressee (DMM 508.1.4.1). At a home that usually means a spouse, an adult child or a housemate; at a business, a receptionist or the mailroom. If nobody is there to sign, the carrier leaves a notice and the letter waits at the Post Office for up to 15 days. The signature proves someone accepted the letter at that address on that date, not that the named person read it.

Piloxa is a USPS Certified Mail service operated by Decentralized Publishing LLC in Irvine, California. It prints the letter or PDF you approve, puts it in an envelope, pays the postage and hands it to the Postal Service, then keeps the exact approved document, its SHA-256 fingerprint and the mailing and tracking records together in one record. Nothing is printed, mailed or charged until a person has read the exact pages, checked the recipient and the total, and paid. The rule

The Domestic Mail Manual sets the default for all mail, Certified Mail included: “Unless otherwise directed, an addressee’s mail may be delivered to an employee, to a competent member of the addressee’s family, or to any person authorized to represent the addressee” (DMM 508.1.4.1).

“Unless otherwise directed” is the opening for Restricted Delivery, the extra service that limits delivery to the named individual or their authorized agent. Without it, the person at the door who is entitled to take the addressee’s mail can sign.

For a business, a mailroom signature is ordinary and is usually what a notice clause expects: the letter reached the company at its address. A contract that requires notice to a named officer “at” an address is commonly met by delivery to that address, but read the clause.

When nobody is there to sign

  1. A notice is left. The carrier leaves PS Form 3849, which tells the recipient a certified letter is waiting and how to get it.
  2. The recipient collects it or asks for redelivery. They sign at the Post Office counter, or schedule another delivery and sign at the door.
  3. Otherwise it goes back. If nobody calls for it or requests redelivery, it is returned to the sender after 15 days, unless the sender specified fewer days on the piece (DMM 508.1.1.7). Tracking then shows it as unclaimed.

What the signature proves

It proves that a specific person accepted an article with that Certified Mail number at that address on that date. With the return receipt you also get their name and the actual delivery address.

It does not prove that the named addressee personally received it, read it, or knew what was in it. It also says nothing about the contents: USPS does not check what is inside. That is why Piloxa keeps the exact approved document and its SHA-256 fingerprint with the mailing record (proving what was inside).

In many situations that is enough. Notice rules and contracts commonly treat delivery to the address as notice, and a business cannot easily say it never received what its own mailroom signed for. Where a rule requires delivery to a specific person, such as some forms of service of process, ordinary Certified Mail may not satisfy it; check the rule before relying on a family member’s signature.

Can the recipient refuse to sign?

Yes. The person at the door can refuse the letter, and it is returned to you marked refused. Once someone has signed and accepted it, Certified Mail cannot later be “refused” and sent back postage-free. What a refusal means and what to do next is on Certified Mail refused.

Does Certified Mail require a signature?

Yes. Certified Mail is delivered against a signature. If nobody can sign, the carrier leaves a notice and the letter is held at the Post Office for pickup or redelivery.

Can someone else sign for my Certified Mail?

Usually, yes. An employee, a competent family member or anyone authorized to represent the addressee can sign, unless the sender bought Restricted Delivery.

Can a neighbor sign for Certified Mail?

Only if they are authorized to represent the addressee. A neighbor with no such authority is not one of the people DMM 508.1.4.1 lists.

How do I make sure only the named person signs?

Buy Restricted Delivery at a Post Office counter and address the letter to the individual by name. It does not work for a company or a job title, and Piloxa does not offer it.

How do I find out who signed?

Buy the return receipt when you mail it. With Piloxa the electronic return receipt is the default, and the signature record is added to your mailing record once USPS releases it.
