How delivery to a PO Box works
- The letter reaches the Post Office that holds the box. Tracking shows it arriving like any other Certified Mail.
- A notice goes in the box. Certified Mail is not placed in the box itself, because someone has to sign. The box gets a PS Form 3849 notice instead.
- The box holder signs at the counter. They bring the notice, sign, and take the letter. The signature and date are what the return receipt reports.
- Or it waits, then comes back. If nobody calls for it, the letter is held for 15 days (or fewer if the sender specified fewer) and then returned to the sender (DMM 508.1.1.7).

The address that counts is the one the rule or contract names. A lease or contract with a notice clause usually gives a specific notice address; use it exactly, PO Box or not. Some rules, especially for serving legal papers, require a residence or business address or a registered agent, and a PO Box does not meet them. When you are unsure, send to both; two certified letters cost less than an argument about which address was right.
A worked example
A tenant needs to send a security-deposit demand. The lease gives the landlord’s notice address as “PO Box 1180, Fresno, CA 93715.” The tenant sends Certified Mail with the electronic return receipt to that box. Tracking shows the letter arrived at the Fresno Post Office and a notice was left. Six days later the landlord’s office manager signs for it at the counter; the return receipt records her name and the date. Getting the box address right
A PO Box address is short, and small errors send letters back: a missing box number, the box written on the same line as a street address, or the wrong ZIP Code for the Post Office that holds it. Run it through the recipient address check before you mail.
