Certified Mail vs Priority Mail, First-Class Mail and Signature Confirmation

They are not alternatives to each other. First-Class Mail and Priority Mail are mail classes: they decide how fast the envelope travels and what it costs to move. Certified Mail is an extra service you add on top of either one: it gives you a mailing receipt and a record of delivery or attempted delivery. Signature Confirmation is a different extra service for Priority Mail and packages, not for First-Class letters. For an ordinary letter you need to prove, First-Class Mail plus Certified Mail is the standard choice.

Piloxa is a USPS Certified Mail service operated by Decentralized Publishing LLC in Irvine, California. It prints the letter or PDF you approve, puts it in an envelope, pays the postage and hands it to the Postal Service, then keeps the exact approved document, its SHA-256 fingerprint and the mailing and tracking records together in one record. Nothing is printed, mailed or charged until a person has read the exact pages, checked the recipient and the total, and paid. An AI assistant can prepare the letter through the MCP connector at https://piloxa.com/mcp or the HTTP API described at https://piloxa.com/openapi.json; either way it only gets back a review link for the person to open.

Mail class vs extra service

Every USPS item has a mail class, such as First-Class Mail or Priority Mail, which sets the speed and the postage. Extra services ride on top: Certified Mail, the return receipt, Restricted Delivery, Signature Confirmation. So the real question is never “Certified or Priority?” but “Which class, and do I add Certified Mail?” Certified Mail can be added to First-Class Mail or Priority Mail, for US addresses only, and it does not make either one faster.

Which one to pick

  1. An ordinary letter that has to be provable: First-Class with Certified Mail and the electronic return receipt. This is what most statutes and contracts mean by “certified mail, return receipt requested.”
  2. The same letter, but a few days matter: Priority Mail with Certified Mail added, at the counter. It aims at 1 to 3 business days instead of 1 to 5.
  3. Documents or a small package, where speed and a signature matter more than a mailing receipt: Priority Mail with Signature Confirmation.
  4. A letter where proof does not matter: plain First-Class Mail. Add a USPS Certificate of Mailing (PS Form 3817) at the counter if you want cheap proof it was mailed.

Certified Mail is the letter-sized signature service. If a rule says “certified mail”, Priority Mail on its own, or Priority with Signature Confirmation, is not the same thing, even though both track the envelope.

Is Certified Mail faster than First-Class Mail?

No. Certified Mail added to First-Class Mail travels at First-Class speed. It adds proof, not speed.

Is Priority Mail the same as Certified Mail?

No. Priority Mail is a faster mail class with tracking included. It does not give you a Certified Mail receipt or a return receipt unless you add Certified Mail to it.

Signature Confirmation or Certified Mail for a letter?

Certified Mail. Signature Confirmation is not available on First-Class Mail letters; it is sold for Priority Mail and package services. For a letter that someone has to sign for, Certified Mail with a return receipt is the service.

Can I add Certified Mail to Priority Mail?

Yes, at a Post Office counter. You pay Priority Mail postage plus the Certified Mail fee, and a return receipt if you want one.
